Any suggestions for improving really erratic and slow DSL speeds?

My brother lives on an older farm in the Silverdale-Mission, BC area. If I run a speedtest, it might measure like 2-3Mbps DL and nearly a Mbps of upload. But the actual service is much more erratic, slow and inconsistent. When my brother has called and bitched to telus, they said his issue is that he is too far from the NOC and its just a limitation of distance. However, based on a few occasions where ping times go over 2000ms consistently, lots of packet loss, or just poor speeds, I suspect that either there is a misconfiguration or high noise on the line. In my head, I wonder if its something along the lines that based on signal level, it can achieve a certain modulation, but it really can't, so there is a lot of errors. They are already using a Speedtouch modem which I was told years ago had the best noise immunity. 1. Is there any really technical engineers that I could bug to have another look rather than the front lines support that cannot handle anything super advanced? Any special phrases to get to them faster than struggling with front lines first? 2. Is there a way of bonding two modems together to get twice the speed, or this would require an additional run of copper to the home? 3. Can they tell if the modulation is adapting all over the place, and it might be more stable if they locked it on the lowest modulation? 4. I don't know if they have ADSL, ADSL2, or other service, but I don't think it has changed in the last 3-4 years, in case newer technology is being upgraded that might help the speeds. Any other suggestions on trying to get better stability? Thanks in advance!
