[BC] 3 story building wired for fiber.... but no service available?

Bit of a weird issue here... will try and keep it short. I'm in Vancouver in a cluster of rental apartment buildings. Basically several 3 story apartments grouped together. A little over 18 months ago, Telus ran fiber to each unit. Conduit goes around the outside of each building, dropping in to each unit beside the balcony, where it's terminated inside with a coil of fiber in one of those little white service boxes. I just moved in a few months ago, and it seems for whatever reason, they won't let me sign up for fiber internet. If I punch my address in to the tool on their site, it says it's not available. If I call in, their outsourced front line phone staff don't have any information other than what the online tool says. Some neighbours claim they're on fiber, though tbh none of the ones I've met are technical, so they may just be confused about fiber vs "optik tv" over DSL. It feels like this must be an internal miscommunication with Telus... It seems kind of insane to go through the huge cost of wiring 150+ units for fiber, and then to go a year and a half without allowing people to actually sign up and use it. If it's really not available, so be it.... I'm just wondering if there is any way I can find out what's actually going on. Thoughts?
