[AB] Internet 100 has slowed down on Fibre

I've been puzzling over this for a few weeks now and figured it was time to post in the forum. I originally had Internet 100 on GPON and then upgraded to Internet 150 (it was awesome, but ridiculously expensive) and I ended up switching back to Internet 100 a few weeks ago. When I was originally on 100 I was getting 106 Mbps down and about 26 or 28 Mbps up, then I switched to 150 and was getting 167 Mbps down and about 32 up. Now that I've switched back to Internet 100 I'm getting a max 94 Mbps down and 18 up. I called Tech Support and because I'm "within the acceptable limits" they wouldn't even investigate it, even though I'm on GPON and should technically be getting at least what I'm paying for. So, my sales lady sent a tech out for me and when he called to check on my profile, the dude informed him that my FDH was most likely full and that other people were taking bandwidth away from me and I've "jumped lower in the queue". Perhaps that's true, but I'm not totally buying it. Is there a reason that I was getting 167 down on Internet 150 up until the day I switched and then when I switched to 100, all of a sudden, I can't get the full bandwidth? I wanted to test this out and try upgrading back to Internet 150 for a few days to see if I could still achieve 167 Mbps but they want to send a tech out to do so and charge me $100, even though the last time the tech didn't actually do anything, he just called in and had them switch my profile.
