I am in the 108.180.108.X subnet in Vancouver, BC. It appears that the routing to the Apple's content distribution network (CDN) is rather slow. Changing DNS from Telus' to Google or OpenDNS did not do the trick because Google and OpenDNS pass through your actual location.
If I connect to the VPN service offered by the University of British Columbia, the speed goes to the cap of my plan (Telus 25). If no VPN, then it's at most 1 megabit (bit, not byte) per second, no where close.

Here is a bunch of people reporting success using a UK DNS server that doesn't pass through your real location. They used 84.45.85.23 as the DNS and it works quite well. https://discussions.apple.com/thread/6610987?start=60&tstart=0
I'm rather reluctant to call Telus as you can probably guess that the CSRs will walk me around the entire park and then some more. I rather just jump to Shaw if I can't stand it anymore.
P.S. If you are on the same subnet as I am right now, you will notice Telus cannot connect to the Call of Duty online servers for the Playstation Network. It's completely dead. If you tether to a Rogers LTE iPhone, you can play online. :)
