[AB] V1000h Disable DHCP (another dhcp server on network)

SO i disabled DHCP (using another dhcp server on network) but the router is still blocking DHCP from the DHCP server I disabled, NAT, firewall, DHCP server, Even dlink, and the most basic routers would allow DHCP relay. Tried actiontec and telus firmware ANy suggestions? I am using this router as AP not as a gateway/router. -- My ISP Speedtest http://www.speedtest.net/result/2234183999.png
