[Phone] Problems porting number to Home Phone (PureFibre)

I'm wondering if anyone on this forum can shed some light on an issue with LNP (local number portability). After various issues with voip.ms, I decided to switch over to Telus Home Phone. I'm already on the 1G PureFibre plan, so the ONT was already installed (there was even a copper phone line nearby ready to hook up). When placing the order for Home Phone, the rep confirmed that my existing VOIP.ms number (250-448-xxxx) could be ported. On the install date, the installer had no record of the porting request (first bad sign). He called it in and said it would take 3-5 business days. The new number they gave me was (250-764-xxxx). Forwarding set up from the old number (via voip.ms) while the porting was being done. No word from Telus for a week and a half so I called in tonight. The rep I got was able to check and within a few minutes told me that my number could not be ported. No explanation. He also told me that the previous reps should have been able to do the same check right away and tell me porting wasn't possible. Thanks. Can someone explain to me how it is not possible to port a number from basically one VOIP provider to another? They are both in the same local calling area (Kelowna). It looks like they are in different "rate centers": https://localcallingguide.com/lca_prefix.php?npa=250&nxx=448 https://localcallingguide.com/lca_prefix.php?npa=250&nxx=764 But is LNP actually restricted to only numbers within a smaller "rate center" vs. the actual calling area?
